The LED on the motherboard will always be on while it's plugged in
(assuming the power supply is connected to it and is switched on). It is
intended as a reminder to unplug before working inside the computer.
There are however, two school of thought on this - some people think
that leaving it plugged in is better because then it's grounded.
The IR light is probably on because you have it set for "wake on mouse"
(or something to that effect) - the computer will turn itself "on" when
it senses mouse movement.
The lights on your hub are there to let you know the connection from the
hub to your NIC is good.
