I can't answer the WinME/XP questions, but I can answer the Win98SE requirements
Minimum requirements for Win98SE:
80486DX/2 @ 66MHz (or equivalent AMD or Cyrix processor)
24MB RAM
approx 200MB HD space
Note: It will run on a slower 486 processor, but the installer will not allow you to install it on anything slower than 486/66. Be prepared to wait about 10 minutes for the system to boot to the desktop!
Generally recommended minimums:
A 200MHz Pentium MMX processor
32MB RAM
300+ MB HD Space
Preferred requirements (my recommended minimums)
A 300MHz AMD K6-2 or faster
A 300MHz Pentium-II or faster
64MB RAM (128MB would be better, but past this, not much gain)
1.0GB HD space just for OS and install files.

p.s. A couple of points of correction for another poster... The Pentium-II's started at 233MHz and the Pentium-III's started at 450MHz. Win "NT", not "XT". And there were some additional "flavors" of Windows...2.0x, Win95 OSR2, Win95 OSR2.1, Win95 OSR 2.5, and a couple others. Not a flame or rag...just corrections. =)
