Photoshop is pretty much the standard in high-end photo editing,=
 today,
and there are several plug-ins that will work to improve the=
 images
you're talking about.  Whether or not your daughter can do it, or=
 do 
it cost-effectively, is another matter. Perhaps you may wish to=
 contact
a professional photographer to see what it would cost to have the=
 photos
restored by them.  Taking into consideration the time and effort,=
 you might
be better off that way.
