[Ham-Computers] Increasing An Image Size

Ok, keep in mind, that I am totally blind. So whatever your advice, see if you
can do it without having to 'see' the procedure.
I have a .jpg that fills about one fourth of an 8.5X11 sheet of paper when
printed out. I want to make it cover about three quarters of the sheet.
Can I use Windows Imaging, load the .jpg, select 'zoom 75%', press enter and get
the result I desire?
Now I know you are probably asking yourself, what the rodent's rump hairs does a
totally blind man care how an image he can't even see look like anyhow? I used
to 'see', so I comprehend what things are supposed to look like. So having it
look right, is important to me.
So the question becomes: is there any way I can increase the size of the image
without having to see to do it? Drag and drop with a mouse does not work for me.
Right now, 'fit to width' is checked.
