    If you can scan the good dial you might try printing it onto 
decal material and transfer that to the old dial card. Decal 
material is transparent and strips off its base. I've gotten it 
at hobby shops. I found a transparent spray meant for use on it 
which protects the surface. I found a lot of hits by searching 
Google for "making decals".
    An example: I made a replacement label for a Lionel J-36 bug 
from decal material transferred to white sheet plastic.
