Couple of things:

It IS possible to restring the radio WITHOUT removing the dialface (it's 
a PITA, but it can be done, as the small bits of hardware CAN rust)... 
but use CELLO rosin - it's slightly softer and much "stickier" than 
violin stuff.

On the shafts - "PULLING" a jeweler's file crosswise to a string wheel, 
or lengthwise onto a cap shaft REALLY works - many years ago, working 
for the old Burstein-Applebee, I ran the Denver Service dept, and that's 
how we put a new surface on 8-track capstans.  As Rich wrote, the idea 
is to remove the "shiny".
