Gerry,

We use Paint and word.  Paint doesn't like to resize but word does it 
perfectly and any symbol you can ask for is available all over the internet 
free.

Only one warning.  Be aware if you use JPEG and some other compression 
techniques.  Each time you open the file and alter it, it looses some color 
and line definition.  Use bitmap to be safe then convert to JPEG or PDF for 
the final presentation.
