I just looked at my S19R and it looks like it would be very hard to do with out removing the whole capacitor assembly.
For the the 'rubber' shock mounts, you should be able to buy new rubber grommets that would do the job. Home depot has them listed in their online store.
These places have them too. Radio daze also has the dial cord.

I just purchased a Hallicrafters S19R and it needs
to have the dial re-strung..
as I look at the receiver, it appears as if
I need to remove
the capacitor assembly from the top of the receiver.
To accomplish this, I think I need to
remove 3 front knobs
de-solder two wires from under the chassis to the capacitor assembly
remove 4 - nuts from the assembly
restring and replace in the reverse order..
the 'rubber' shock mounts are in bad condition, any thoughts
as to the replacement?
Am I correct on the order of dissemble? help would be appreciated..
