First:
The obvious: Have you checked the tubes, by substitution? It could be that simple.
Next:
Have you checked the resistor values in the audio circuit?
Even the cold values might offer a clue.
Typically in these older Halli receivers, you'll end up replacing anywhere from half to 90 per cent of the resistors. Halli used relatively cheap quality parts, and it's not unusual to find values off by anywhere from 50% to 200%.
And finally:
Check your soldering. You may have a resistive joint which is heating up.
Yes, I have restored an S-22R -- two of them in fact. Actually it's more like "rebuilt." They're surprisingly good little radios when they are right.
DO BE CAREFUL. This is an acey-deucey radio in a metal case. It can kill you if you plug it in wrong. Do you have a 3 wire cord? Do you have an isolation transformer?
A simple, lifesaving addition is an isolation transformer inside the cabinet. There is plenty of room for a 60-75 watt unit.

One 'tool' I use a lot, is a stick of Delrin plastic for tapping things............
