[Hallicrafters] OT? FCC issue

  I need info on how to handle malicious interruption
of phone conversations (group meetings) by caller-id spoofers.
I don't attend, am not 'in the club', but am aware of activity
that's detrimental to the attendees. they don't know how to
handle the problem. 

which would you recommend? FCC or FBI? Other? 
to my knowledge, there IS a law on the books making 
this a federal offense.
prollem is - how the heck do you track a spoofed number?
(read: got any kewl equipment I can hire?)

if it were just one person that'd be handle-able, but
it's more like five. they roam, like barbarians.
