[Hallicrafters] Comdel CSP-11 Speech Processor

Does anyone know anything about the Comdel CSP 11 speech processor?  I 
am trying to troubleshoot a recalcitrant one.  What is the carrier 
frequency? I am measuring 17.4 KHz and don't know if that is right or 
wrong.  The manual isn't much help.  Other how to hook it up and a 
schematic, there isn't much in it.

I keep thinking that years ago I read something about the Comdel saying 
it used 85 KHZ as the carrier.  So far Google searches haven't turned up 
anything.
