Makes the firing more reliable, particularly in situations 
where the
initial voltage level provided by the circuit is marginal 
for ignition.

    I have a somewhat different understanding, namely that 
the radioactive material is present to insure firing when 
the tube is in the dark. Light will initiate the ionization 
but sometimes tubes won't fire in total darkness.
