If I may add a few notes of safety to the beginners the most important piece should be a good quality isolation transformer , new not old , metered with variable voltage control and properly rated, all power strips should have GFIC's, secondly never work alone!!!especially when working with HV, thirdly install a rubber mat on the floor especially if your bench is in the basement, wear safety glasses for those flying bits and pieces and finally IF you're not sure about doing something Don't!
Also a last note on Test equipment before spending money on fancy TE better make sure you can get it fixed and calibrated and that you have the proper manuals and parts are avail, because you can spend more time fixing the TE than your BA's

My personal observation.
When setting up a test bench for radio work the single most important need for an accurate, reliable test equipment unit is the signal generator. A clean signal without trash and harmonics and an accurately calibrated signal out put level is paramount. The true measure of receiver performance is the S+N:N ratio, the AGC threshold and the AGC figure of merit. Unless you are sure your source is clean and you know exactly what the generator out put level is, these measurements are useless.
You can skimp on every thing else, but you better bite the bullet and spend some money on the signal generator. The URM-25 is the benchmark for LF to HF signal generators. To match its quality in contemporary equipment you will need to spend in excess of $1500.
