My personal observation.
When setting up a test bench for radio work the single most important need for an accurate, reliable test equipment unit is the signal generator. A clean signal without trash and harmonics and an accurately calibrated signal out put level is paramount. The true measure of receiver performance is the S+N:N ratio, the AGC threshold and the AGC figure of merit. Unless you are sure your source is clean and you know exactly what the generator out put level is, these measurements are useless.
You can skimp on every thing else, but you better bite the bullet and spend some money on the signal generator. The URM-25 is the benchmark for LF to HF signal generators. To match its quality in contemporary equipment you will need to spend in excess of $1500.
