PB Blaster, a penetrant in aerosol cans, sold in auto parts stores, is great on tar and stink-weed residue. Put it on a cotton ball on the end of a stick, and SCRUB.
Do this with PLENTY of ventilation.
Follow up with Nevr-Dull cotton wadding chrome polish... again, ise plenty of ventilation.
