This may not be a short.  The relay is a mercury filled device. If it  
is not positioned connector end DOWN, the mercury *may* short out the  
contacts.  Try orienting it pins down and testing that way.

 From my notes file, the following relays apparently work in the T/O  
keyer:

Clare HGP 1002
Clare HG  1002
P and B  JM1 119 11

I can't easily find the coil resistance on these relays, but I suspect  
they are 5,000 to 10,000 ohms since as I remember the thing is  
operated by a single section of a 12AU7 (or 5963).  If you measure  
yours, I'd be glad to hear what resistance you find.

If it really is kaput (possible) it can't be fixed. The thing is  
sealed with the mercury inside and  you'd need original manufacturing  
equipment to get it apart and back together again.

Tom, I will send you separately my notes file on the T/O keyer - there  
are a few interesting things to read about in it.  There are some  
parts that must at least be checked, and likely replaced for it to run  
right.

I also have the manual in PDV form if you don't.  I think I got it on  
BAMA, but would be happy to send it to you.
