It was published, in the 50s and 60s at least, by Radio Amateur Callbook Magazine. Seems like there may have been another name for the publisher earlier on, but I would have to dig it out. I have a few 1930s QSTs, and some from the 40s.
Unless it would be found in a university library, most libraries would have long since weeded out anything that old. I think it's tragic that a lot of history, and literature, has been lost because some librarian thought it was no longer relevant.
Even the NC State University library -- which has a lot of ham-related stuff including bound volumes of CQ (from 1946) and QST (from 1921), plus hard bound ARRL Handbooks back into the 20s -- has started moving a lot of that material from the stacks into "special collections" which are really long term storage and not accessible except by an act of Congress. Unfortunately, NCSU never had any Callbooks.
I have a friend in QCWA who knows someone in Pennsylvania that has a large collection of Callbooks... will see if I can get some information that way.
