Remove the tube and see if the problem still persists. (be careful) I
take it there wasn't time for it to warm up enough for any current to
show on the meter?
I had this happen to an HT-32B back in the 70's and it was an internal
short in the PL172/8295A. I've since gone to the ceramic metal 8295A.
