My HT-32 Mark 1 had reduced output on 15 & 10 until I neutralized it. 
Now it is 100 watts on all bands.

I didn't follow the manual with the unsoldering and such and don't have 
a scope which handles 28 mhz so I just powered down, tweaked the 
neutralization cap a little and tried again until it came up to full power.

This can be done without pulling the chassis by using a slim 
screwdriver. There is a small opening in the bottom of the cabinet for 
this.  Be sure to not stick a metal screwdriver in there without 
powering down.
