Clean the tube pins & socket pins with DeOxit
Check the VALUE of the resistors in that circuit (lift one end)
Clean the terminals on the meter, where everything is connected.

Now - I'm gonna share my SECRET PROCEDURE for preventing static on plastic 
meter faces.  Okay, it's NOT a secret, but it was taught to me by an old 
WW-II Chief Radioman (before I became one many years later).  Put a TINY 
drop of liquid diswashing detergent onto the face, and smear it all 'round 
with your finger - remember to get the edges, too.  Once it's all covered, 
take a CLEAN piece of soft cotton cloth (skivvy shirt or worn out cotton 
shorts - comon - don't lie; we all have 'em) and polish the soap film, as if 
you were waxing it.  The remaining POLISHED soap film reduces the 
surface-tension, and static will NOT form on the meter.
