Joe,

It may be a problem with the plastic meter face... could be due to a static charge build-up.  I have seen this happen with other plastic cased/faced meters.  It would seem unlikely since the meter is in a metal panel; but maybe....

Could be a tube; could be a funky resistor someplace.  Have you checked the S-meter zero pot?
