For #2 replace the paper caps (the audio ones arent activated unless in 
NBFM) and check resistors for tolerance. Then align and select tubes for 
best output. A 1614 will work better than a 6L6 on the higher bands, the 6L6 
should be metal.

The spec is at least 4W from 80-15M and 2.5W on 10M and I get more than 
that. Its possible yours is out of alignment or a PO changed the 20/15 links 
for a different impedance.

I use mine as a QRP rig and also to drive a HT-9.
