Hi Andrew:
For the S-Meter, replace V8, the AGC amp tube is most likely the problem. 
If that doesn't fix it, check the three resistors in the bridge on V8.  FYI, 
the 82K 1W resistor MUST BE 82K +0% -10% or the S-Meter adjustments will be 
impossible.  All three bridge resistors should be changed out to metal film 
resistors --- they need to be close and dependable.  After you get it right 
let me know and I'll forward to the reflector, an upgrade for the S-Meter 
circuit that will improve it's accuracy and make it a useable indicator.

For the serial # --- can't tell on the SR-400, however if you forward a 
clear close-up of the under chassis I can identify the level.  For some 
reason the serial # on the SR-400 doesn't tell all as the SR-2000 # does.
