[Hallicrafters] Cleaning a dirty rusty SX-28 chassis?

Hi,
Can anyone suggest a procedure for cleaning up the upper side of an SX-28 chassis which is in poor condition. It is quite badly spotted with a dark grey speckle and surface rust splotches. 
Dont know what to do first in getting it to look better in terms of removing grime, speckle and killing rust.
Could I use some sort of mini abrasive powered cheaning wheel on it in addition to rust killer?
