Sure is, there are a number of hams who operate their HF/VHF/UHF 
stations on voice modes via remote control using VoIP technology.  There 
have been several articles in QST on the subject, and as modern radios 
are increasingly easier to control by computer, it's  possible to do it 
pretty much using off-the-shelf hardware and software.  There are also a 
number of HF receivers accessible via the internet using any standard 
browser and computer audio.

Of course it would require a broadband connection and a dedicated 
computer at the radio end as well as a radio that supports computer 
control (via serial, USB, or ethernet).
