[Hallicrafters] SX-28A alignment

I'm trying to align my SX-28A per the Army TM 11-874 manual and having difficulty on Band 1 at both 1.5 mc and 0.6 mc.  Capacitors C98 and C92 have little effect on 1.5 mc and S1 and S2 little effect at 0.6 mc.  I guess S1 and S2 are T23 and T19 on the schematic (?).  All of the other bands peak nicely.  Any suggestions for band 1 (BC band)?  Thanks.
