The only guy in this (Washington DC)  area that does it is Howard Mills W3HM 
out in Harper's Ferry WVA.  He has sand blast, wet paint and powder coat 
capabilities as well as silk screens* for many boat-anchor radios.    I 
doubt if there's a Collins St.James Gray radio that he can't re-finish.

*SILK SCREEN:  This is a process whereby a paint mask of extremely fine mesh 
(a modern synthetic now, rather than actual silk originally) is made which 
allows a thick "ink" to be squeegee'd onto the metal panel.  The downward 
pressure of the rubber trowel, or "squeegee" is drawn across the surface of 
the "silk-screen" spreading the ink such that the ink makes it through the 
open mesh in certain areas  (the desired lettering or pattern) but not the 
masked areas (the rest of the panel).  This production process has been 
around for many years, although the materials used have come a long way from 
the process' inception.  Each color requires a separate pass and ink.
