Glen and all,

Right you are - the capacitor passes some AC current, some times  
enough to trip ground fault detector devices.

I suggest that if you want bypassing, you use X and Y rated line  
bypass caps (justradios.com in Canada has them at reasonable prices,  
and their website gives bypass cap application information).

BUT, to avoid any trouble in the extremely remote possibility that one  
does fail, put an X cap from Line to Neutral and a Y cap from Neutral  
to chassis.  Then if either cap fails shorted the result will be a  
safe situation.
