Hi Jack:
Is the radio as sensitive in receive mode on 14 MC as 21 Mc?  If not, 
replace R160 --- it's always 50% to 200% high.  It's a 15 ohm resistor used 
to reduce the gain on the 14 Mc band for reasons too lengthy to key up. 
Don't short around it.  If that doesn't fix it, do the 20 Meter RF 
alignment.  Check the Het osc for 20.5 Mc output as per manual and let us
