[Hallicrafters] S-40B Dial Re-Stringing

I need some help in re-stringing the main dial on my S-40B. Here is the problem.

The Hallicrafters manual states that when the tuning cap is fully meshed, the openining in the pulley through which the dial cord enters and exits should be at the bottom position. Mine, however, is at the top. This means that when I string the dial, the cord hits the bandspread shaft and prevents me from tuning over an entire band range. If the opening was at the bottom when the cap was fully meshed, this problem would not occur. 

Does anyone have any idea of what's up with this? It appears that the dial pulley is 180 degree off.
