[Hallicrafters] Before The FCC?

Hi All,

Bill Halligan, Sr. received his first FCC callsign of 'W9WZE' in the Spring 
of 1937. Now exactly who issued him his first callsign of "1AEH" in/about 
1913?

Supposedly, Bill got his Ham license just prior to age fifteen, or sometime 
after December 8, 1912 and his commercial license around age fifteen, or 
after December 8, 1913. Details on this are somewhat controversial and 
speculative.

Do any of you "know" when Bill Halligan, Sr. was first licensed as a Ham and 
when he got his first Commercial license?

Additionally, precisely who did issue those first Ham licenses and when did 
the government create the FCC and when did the FCC first issue Ham licenses?

Maybe if we could find a former Chief Engineer for KDKA out of PA, who was 
still lucid and alive, as opposed to pickled and preserved inside the 
planet's first 50KW vacuum tube, we could get some accurate chronological 
dates.
