Chuck Dachis' book reveals that Halligan needed a "license" to manufacture, 
aa RCA had made things pretty tough on him - Silver Marshall built some of 
the first, but he eventually found one by BUYING a company with a GOOD 
license, that was essentially out-of-biz.  ECHOPHONE provided the way to 
success.  The rest is history.
