Folks,

I retired from Uncle in 1988.  Yep, a youngster.

I spent another 14 years working as a Government contractor.

RFPs throughout the entirety were JOKES!  Sorry if this goes contrary to 
some folks "memories" and understandings.

I've been caught in the middle of a "Contract" award that took 18 months 
of Appeal.  The Org I worked for won on thirteen of the points it 
appealed.  In the long run, TWO companies ended up with pieces and parts 
of the ORIGINAL RFP, and the FINAL issued "CONTRACTS".

I also was on the receiving "end" of contracts that were awarded.  Now 
office supplies are NOT complex items.  BUT-when highlighters are 
delivered to the entirety of the Military, AND have NO color, only the 
carrier solution, so much for procurement.

Things have significantly changed!  How about an RFP, 30 plus years ago, 
that REQUIRED technology far beyond "state of the art".  The technology 
did NOT exist.  The contract was awarded in spite of this, and the 
delivered product NEVER worked.  Your government at work!

Nope, not smoking wacky "tobacky"!  Lived it.
