Government contracts are AWARDED to bidders(s) that can meet the
specifications set forth in the RFP.
Apparently Halli couldnt meet the specs and had no business going to
production on speculation.
The NC-400 came along a decade later and was obsolete SX-88 era
technology. It had no business even being approved as an engineering
project and was a subject for intense internal dissention and two
"political" camps. The HRO-500 belonged to the other one.
