  In a box of stuff received from an SK  (known to be quite law  
abiding)  who was an old time radio laboratory type, I found a small  
relay box with similar white crystal substance.  It was ammonium  
fluoride, used to etch quartz crystals.  I did not inform my local  
hazardous substance authority.
