UPS definitely adds a brokerage fee for doing nothing but filling out a 
piece of paper.  What they do is to "transfer" the shipment to the brokerage 
company (which is UPS themselves) on paper to bring the item across the 
border and then back to UPS stateside.  For this they typically charge $50 
or more.

Several years ago I received a Collins 75A-3 that was shipped from 
Vancouver, B.C., and UPS charged me $50 for the brokerage fee.

If you use the Post Office then there is no brokerage fee.  Just last 
Saturday I received a receiver shipped from Canada and there was no duty or 
brokerage fee.
