It looks like the switch shaft rotates to click on the power switch and then the shaft continues to rotate to enable the various modes. This sound just like the power switch function of most on/off volume control pots found in many radios. If you rigged such a pot and coupled the shaft to the function switch shaft, it would likely give you to function you're looking for. I can visualize a U shaped bracket with the pot mounted. The bracket would have feet with holes that aligned with the support screws on your function switch. The only possible limitation would be if you didn't have room behind the function switch to allow that assembly to fit.
