[Hallicrafters] S-38C question

I have just rebuilt an S-38C, it has paper and electro. caps replaced, good 
 tubes, all resistors out of spec replaced, aligned, gimmick "caps" in 
position  as from factory, polarized line cord and reworked to put the AC on the 
switch,  etc. This is my first S-38 set, the question is, the CW note seems 
raspy  and the volume control needs to be turned up signifcantly on CW 
mode. All is  well on AM. Is this just typical of this entry level set or am I 
missing  something?
