The 2000W PEP SSB was officially approved by the FCC in writing to 
manufacturers. Im not sure exactly when but when the NCL-2000 came out 
in 63 it was advertised that way. A FCC clarification letter on how it 
was measured, meter sensitivity/damping, etc., was posted on the 
bulletin board.
