Joe,

The "swishing note" is just like setting calibration against a carrier.  
Ignore modulation.  Remember "zero beat" of days gone by.  When you are 
within a "few" cycles of zero, the S-meter will SLOWLY swing back and 
forth, AND you hear a "swishing" sound in the audio. 

The purpose of THIS step is to align to the BFO center frequency.
