Actually, I've run across this sort of thing in Amateur Radio quite a 
few times since getting licensed in 1980.

Perhaps it would be more "palatable" to SOME if we simply say There's 
BOOK and ENGINEERING perfect - THEN there is REAL life problems that 
require adjustment to.

It also happens on REAL live airplanes!  That's why control surfaces 
have "trim tabs"!

We adjust the "perfect" book world to fit the REAL life world.  It is 
NOT a bias against ANY organization OR philosophy.  You can make 
something EXACTLY by the plans, then you have to make adjustments to 
make it work.

WHY does it have to become a diatribe that SOMEONE is biased?

Build an airplane.  I'll bet you that you WILL have to make adjustments 
with mass to get it to balance properly on THE Center of Gravity.  Same 
type of thing with an antenna.  Make it exactly by the formula.  Then 
you go test it for VSWR.  Adjust as NEEDED.

Still building and adjusting antennas and circuits.
