The QST archive availability for members was announced back on September
9, 2008.
See:

Further, if you find any scans that are incomplete, or somewhat non
readable, let the ARRL Technical Information Service know at tis at arrl.org
You can also contact Ed Hare at the ARRL The majority of these PDF format
archive information were taken from the original CD's. You can also get
hi-res printed versions directly from the ARRL for a nominal fee. The
ARRL Periodicals search feature covers all QST's starting with volume 1,
No. 1, all QEX, all Ham Radio, and NCJ. Members can only download and
print QST articles. Great benefit for all ARRL members.
