This usually works:

1-Make sure your paint is compatible with lacquer.

2-Immerse the decal in water, slide it off and dry off all the water.

3-Immerse the decal in a dish of lacquer

4-Remove excess lacquer from decal and apply in place.  Use a soft plastic 
squeegee to remove the excess lacquer

5-When all decals have been applied, spray with clear lacquer

If you are careful in making sure the edges of the decals are flat to the 
panel the edges can hardly be seen except in direct obtuse lighting.
