The normal SSB window in the US is 7.125 to 7.300.  Usually European
stations working the US work split listening "Up" and US hams do the same
thing only in reverse, listening "Down".
  
You call on your designated frequencies (usually around 7.060) LSB and say
you are listening "UP" at a frequency of your choice between the
7.1250-7.300 mhz US band but typically around 7.200mhz LSB.

Hopefully this won't cause too much of a ruckus.

I want to try making a QSO on 40 meters using SSB to
the Northeastern US/East Coast. My issues are as
follows...

I am in Israel - 4Z5TO. I can only transmit between
7050-7100 (SSB is ok for Region 1) and the US DX
window for SSB is 7.065-7.150.

Am I correct to guess that I won't be able to get a
QSO going from anybody there, assuming I can get
there?
