[Hallicrafters] S-38E antenna coil question

I have obtained an S-38E that I want to put into use & I need some help
deciding whether this radio needs a coil replacement.

I have run into what appears to be trouble with the Antenna Coil L1 for
Band 1 (BC band). Initially band 1 was almost dead & I found a lead of the
band 1 secondary windings was disconnected. Reconnecting it got a lot of
signal improvement. However, in the RF alignment step, the trimmer cap has
no effect when trying to peak that band (trimmer is across the secondary
winding). Neither can I get a dip on that band when I couple a grid-dipper
to the antenna terminals, not even if I remove the 10K resistor that's
across the primary turns. (I can dip the other bands OK.) 

I'm suspecting the secondary winding was damaged somewhere/somehow. An
ohmmeter shows about 25 ohms thru the primary winding (pins 3 & 6 of L1),
and only about 5 ohms thru the secondary (pins 1 & 2). Can anyone verify
whether those ohmmeter readings are about right?
