For Russia, SE Asia, and Africa,  I use IRC's.   All others get
Greenstamps.  That's a general rule, and there are quite a few
exceptions.

Most European countries want $2,  and Germany needs $3.

For Romania and Bulgaria, I'd use one IRC.

For Ecuador, Sicily, Canary Islands, and Denmark, twp green stamps will be fine.

As far as electronic QSLs go,  I use the ARRLs Logbook of the World
(LOTW), and I really like it.  Saves me a lot in postage.
