I have always found the following:
Look at the bottom view of the tube base or ply (viewed from the pin end)
There will be two pins larger than the rest
Start at the lower left is pin 1 and going around clockwise to pin 4 or 5 or 
6 or 7
8 and 11 pin have a keyway
7 and 9 miniature have a space

Always pin 1 on the lower left and go clockwise to "n" pins
Always a keyway or space  or two pins larger than the others
