[Hallicrafters] SR-400 Power Output

Hello, I have an SR-400 that seems to be low on power output in the CW mode. At the most I can only get about 170 watts power output on most bands. Does anyone know what this rigs is capable of for power out in CW I have heard anywhere from 200 to 250 watts. I have measure the final, screen and bias voltages and they appear to be almost right on. I have changed out the finals with two other sets and still see about the same power out. I have also changed out the driver tube with change in power output. I suspect the output may not be loading properly but would like to hear from other SR-400 owners.
