30 watts output isn't that bad. I never got more than about 40 watts out of the one that I owned a while back and that was on 80 meters. Less on 15 meters. Remember, the HW-16 has fixed antenna loading so you are at the mercy of having a fixed 50 ohm load presented by the antenna (which it usually is not) and therefore, there is no way to "peak" the output except for tuning the final.
There is a Heathkit reflector on qth.net where you signed up for this reflector.

Will anyone here answer a question on a Heathkit HW16? What is "supposed" to be the OUTPUT?? All my finals show 30w. Seems quite low to me. Will someone direct me to the Heathkit refelector?.
