And, what happens if, for some reason, paypal tries to take more out of
your account than you have in it? I can answer that for you. You will get
charged an "overdraft" or "NSF" fee of about $35 and you'll have to P & M to
the bank to get it back (IF you catch it in 24 hours.)
I tried that too. I was dragged "kicking & screaming" to use paypal. I
set up a checking account and a savings account with the same bank and
explained to them that I was never going to leave more than a buck or so in
the checking account which will be used ONLY as a repository for paypal
funds, and, that I would transfer any funds quickly into the savings
account. The logic of which was that if the "paypal" allocated account was
ever compromised, the purps wouldn't get much. Well, THAT blew up in my
face when I bought something through paypal and instructed them to use my
credit card for payment * BUT, they tried to take the funds from my
dedicated "paypal" bank account. Of course, there was about 19c in that
account and they tried to get $20. You guessed it. I got hit for a $35 fee
AND the bank took it plus the twenty bucks out of my savings account. The
bank finally gave me the $35 back but informed me that there was NO WAY I
could accomplish protecting my account. Basically, if paypal can put money
in, they have full access to take it out, period. The only option was to
open an expensive (>$20 ?? per month fees!) business account that requires
verification for ANY withdrawal.
The only solution is to watch those accounts like a hawk for anything
suspicious. I make it a point to check the actual paypal account ledger and
the bank "paypal" account at least every couple days.
I agree that the paypal fees are exorbitant (is that spelled right?)
although the service IS convenient for international sales. Unfortunately,
they will most likely side with the buyer in a dispute though.
I just think the fact that eBay owns paypal AND makes the sellers accept it,
is highly unethical if not downright illegal.

*When Paypal seeks funds, they will always use the same order. First,
their own account for you. Second, your bank account that they make
deposits and third, a credit card UNLESS you specifically instruct them to
use the credit card and even then they will only charge the credit card the
difference between the payout amount and what's left in your actual paypal
account.
